Starbeck Baths Granted Asset of Community Value Status - Harrogate Town Council

Harrogate Town Council has welcomed the designation of Starbeck Swimming Pool as an Asset of Community Value (ACV), recognising its importance to the local community and helping to support its future.

The decision, confirmed by North Yorkshire Council on 8 April 2026, acknowledges that the Baths make a meaningful contribution to the social wellbeing of residents and that this role can continue in the years ahead.

The approval of this application marks an early step in the Town Council’s work to identify and support valued community assets across Harrogate.

ACV status means that, if the property is put up for sale, community groups will have an opportunity to express an interest and prepare a bid. This provides an additional layer of protection and helps ensure that local people can play a role in shaping the future of the site.

The application was supported by strong local engagement. A community survey received 143 responses, with residents highlighting how regularly the facility is used and how long it has been part of their lives. Many respondents visit the Baths weekly, and a significant proportion have been using the facility for more than 20 years.

The survey also demonstrated the value placed on the Baths by the community, with 99% of respondents describing it as an important local facility. Feedback highlighted a wide range of benefits, including supporting health and wellbeing, providing opportunities for children and families, and offering an accessible and inclusive space for residents.

Councillor Chrissie Holmes, Harrogate Town Councillor for the Starbeck Ward, has said:

“We are pleased to see Starbeck Baths recognised as an Asset of Community Value. The feedback from residents clearly shows how important the facility is to people locally, both in terms of health and wellbeing and as a community space.

This designation helps to recognise that value and provides an additional level of reassurance about the future of the site.”
