Neighbourhood Planning Journey Moves Forward as Forum Hands Baton to Town Council.

The event, held on 8 December at West Park United Reformed Church, marked a symbolic and practical milestone in the project’s evolution. Representatives from community organisations, local businesses, Town Councillors and residents joined Forum members to acknowledge the achievements of the early planning process and to look ahead to the work now beginning under the Town Council’s leadership.

Building on a Strong Foundation

Councillor Viv Poskitt, Chair of the Town Council’s Neighbourhood Plan Group, opened the meeting by recognising the Forum’s commitment and energy in developing the initial stages of the Town Plan. She highlighted that early public engagement, key theme identification and the formal designation of the Neighbourhood Plan area have created a solid base for the next phase.

“This is the next step in the journey — a continuation, not a break,” she emphasised, thanking Forum members for their dedication and reaffirming the shared ambition to build a plan shaped by the people of Harrogate.

Learning from Neighbours

Attendees also heard from Councillor David Goode of Knaresborough Town Council, who shared valuable insights from Knaresborough’s own neighbourhood planning experience. His contribution offered practical learning and reassurance as Harrogate enters the more technical and detailed stages of plan-making.

Next Steps for the Neighbourhood Plan

The Town Council’s Neighbourhood Plan Group — made up of elected councillors and Forum-nominated community members — has already begun its preparatory work. Planning consultants Directions Planning Consultancy Ltd have been appointed to support evidence gathering and project planning.

A policy intentions document is expected to be prepared for consultation in early 2027, with the full Neighbourhood Plan scheduled for completion by 2031. Throughout this process, the Council will ensure opportunities for widespread community involvement, building on the Forum’s earlier invitation for residents, businesses and local groups to help shape Harrogate’s long-term future.

Councillor Poskitt closed the meeting by reaffirming this collaborative commitment: “We remain dedicated to working with Forum members, community organisations, residents, local businesses, councillors and professionals to develop a Plan that reflects what truly matters to Harrogate.”
