North Yorkshire Council gives monthly update on highways works in and around Harrogate. - Harrogate Town Council

As we are now heading into the Christmas embargo (25th November to 5th January) planned works in the Harrogate area and their associated network disruption has significantly reduced as North Yorkshire Council aims to keep the key routes inbound and outbound clear.

The local highways department has sent through the following update:

“We are aware of the extension of the Tesco works, an exception to extend their permit had to be granted to ensure the safe completion of the new highway infrastructure. This programme extension has been grated with evening closures and is due to be complete by the 4th December ( in advance of the Towns Christmas Fayre).

Officers are aware that the applicant and their contractors have not delivered their commitments regarding communications with the residents about the works but have been working with them to address this. North Yorkshire Council (NYC) officers have asked that their closures are marshalled to facilitate access to the businesses. There have also been some concerns regarding confusion of the signage used by the contractors and this has been communicated to the applicant and their contractors by NYC officers.

Emergency utility works

We are aware of several Yorkshire Water issues in Harrogate over the last few weeks, requiring emergency works and associated traffic management. We are aware one of those was on Otley Road, Killinghall, the diversion route for the Tesco works. These traffic lights have now been removed and will only be in place while YW are working on site, to ensure appropriate safe working space is available for the contractors.  This repair will be complete 28 th November.

Further Yorkshire Water leaks in the town have meant road works have had to be granted, but officers are reviewing the traffic management set up and will liaise with Yorkshire Water and their contractors to ensure the impact is kept to a minimum.

Events

Yorkshire  Showground – The great Yorkshire Christmas Fair 2025 27 th November to 30th November.

Officers recognised an increase in traffic volumes and congestion on Wetherby Road relating to this event on Thursday 27th November. The organisers and their events management team were made aware and have introduced measures to facilitate and improve the access and egress on the site.

Christmas Fayre 2025 in the town centre- 5 th December to 14th December.

Accommodating these varied and competing works in the area remains challenging, but it is necessary to facilitate these to ensure the community sees the improvements and repairs needed to the utility infrastructure, such as water and electrics. North Yorkshire Council Officers continue to help facilitate the works and are in communication with the applicants to ensure these are delivered effectively on our highway network. It should be recognised however that each of the applicants for the works, whether developers or utilities manage and oversee their own contractors and traffic management companies.”
