What is an Asset of Community Value?
Under the Localism Act 2011, community groups and parish or town councils can nominate buildings or land to be added to a list of Assets of Community Value. If the asset is later put up for sale, the listing gives the local community the opportunity to pause the sale for up to six months in order to prepare a bid to buy it.
The listing recognises that the asset contributes to the social wellbeing and interests of the community – whether through sport, culture, health, recreation, or social connection.
Why Your Views Matter
As part of our nomination for Starbeck Baths, we’re gathering local stories, testimonials and evidence to show just how important this facility is to our residents. Whether you’ve been swimming there all your life, take your children for lessons, or simply value it as a local hub – your voice matters.
Personal stories, memories, or even a simple statement of support will help demonstrate that Starbeck Baths is more than just a building – it’s a space that contributes to community life, health, and wellbeing.
Take the Survey
We invite you to complete a short survey to tell us:
- How you use or have used Starbeck Baths
- Why it’s important to you or your family
- What impact it has on the local community
If you have photos or longer stories you’d like to contribute then you can email your information to admin@harrogatetowncouncil.gov.uk or send it by post to us c/o Community House, East Parade, HG1 5RR.
The more responses we receive, the stronger our case becomes when we submit the ACV nomination to the local authority.
What Happens Next?
Once submitted, the nomination will be reviewed by the principal authority (North Yorkshire Council), and if successful, Starbeck Baths will be listed as an ACV for five years. This does not affect current ownership or usage, but it ensures that the community has a right to bid for it if its future ever comes into question.
How You Can Help
Please complete the online survey and then help by sharing it with friends, neighbours and local groups.
