Hallam Land plans up to 1,100 homes at Burley Bank near Harrogate

Plans for up to 1,100 homes at Burley Bank, to the north west of Harrogate, are being brought forward by Hallam Land, with an outline planning application expected later this year.

The proposed residential-led development would include 40% affordable housing, land for a primary school, a local centre, employment space and areas of green and open space.

Hallam Land has begun a pre-application public consultation and is also promoting the site through the emerging North Yorkshire Local Plan. The company says it is progressing a planning application alongside the local plan process, citing the need for additional housing.

Planning application expected this year

Hallam Land has confirmed that the site is not currently allocated for development in the adopted Harrogate Local Plan. However, it says the land is not designated as Green Belt or within a Special Landscape Area under the adopted plan.

The company is putting the site forward for consideration as part of the emerging North Yorkshire Local Plan, while progressing an outline planning application.

If planning permission is granted, a developer would subsequently need to submit a reserved matters application covering the detailed design and layout of the scheme.

Hallam Land says development could begin in 2030, with the first homes potentially being delivered that year. A development of this scale would be built in phases.

40% affordable housing proposed

The proposals include up to 1,100 homes, with Hallam Land stating that 40% would be affordable housing.

The precise tenure mix has yet to be determined, but the company says it would likely include a combination of affordable rented housing and shared ownership.

The proposals also include land for a primary school, a local centre, employment space and extensive green and open space.

Hallam Land says these elements would be funded through Section 106 planning obligations, with the arrangements to be agreed as part of the planning process.

Transport assessment underway

A Transport Assessment is being prepared and is expected to form part of the outline planning application. It will examine the potential effects on local traffic, including around Burley Bank Road and the wider Harrogate road network, and identify any mitigation measures required.

Hallam Land says the proposals include consideration of a substantial investment in the Number 4 bus service, including a new loop around the development site.

The company describes this as a key part of its transport strategy, intended to support sustainable travel and onward journeys into Harrogate.

Housing land supply cited as justification

Hallam Land says the proposed development would help address a shortfall in housing delivery across the Harrogate district and the wider North Yorkshire Council area.

The company cites an annual housing target of more than 4,000 homes across North Yorkshire. It also says the Harrogate district can demonstrate a five-year housing land supply of around 2.84 years, while the wider council area has 2.26 years of deliverable housing land.

Hallam Land points to Harrogate’s position as one of two Primary Settlements identified in the emerging local plan’s settlement hierarchy, alongside Scarborough.

The company argues that development at Burley Bank could also support local infrastructure and the long-term viability of Harrogate town centre.

Consultation seeks ideas for local centre

Hallam Land says feedback gathered during the consultation will be summarised in a Statement of Community Involvement submitted with the planning application. The statement will set out key feedback and how it has influenced the proposals.

The company is particularly keen to hear suggestions for potential uses within the proposed local centre.

The consultation provides an opportunity for residents to comment on the emerging proposals before the planning application is submitted. The detailed arrangements for infrastructure, affordable housing and transport mitigation will be developed further through the planning process.
