Contractors are being invited to apply for a new £900 million framework covering refurbishment and repairs across Scotland’s public sector buildings and housing.
The Scottish Procurement Alliance (SPA) has launched its Refurbishment and Modernisation (RM4) framework to support both urgent and planned works, with applications open until December 11, 2026.
The framework aims to improve the condition, safety and sustainability of existing public assets, building on the previous RM3 scheme while introducing five new workstreams.
These cover damp and mould remediation, aids and adaptations, kitchen supply, stonework and reactive repairs, addressing a range of issues affecting Scotland’s ageing housing stock.
SPA is seeking applications from general and specialist contractors, including decorators, electricians, stonemasons and damp and mould specialists.
Dedicated workstreams will support compliance with new health and safety legislation, including Scotland’s equivalent of Awaab’s Law, which introduces timescales for landlords to investigate reports of damp and mould and begin necessary repairs.
The framework will also support independent living through aids and adaptations, help protect heritage buildings through specialist stonework services, and provide a rapid response for emergency repairs and maintenance.
Places will be reserved for small and micro businesses in lower-value workstreams, allowing firms to compete for contracts suited to their capacity.
The framework is expected to benefit local authorities, registered social landlords and other public services, while streamlining procurement for refurbishment and modernisation projects.
Contractors have until December 11, 2026, to submit applications through the SPA’s In-Tend portal.

Lesley Peaty, regional director for the Scottish Procurement Alliance, said: "RM4 responds to market concerns, priorities and emerging government guidance for the public sector in Scotland.
"It supports both housing and building needs and has been shaped by feedback gathered through extensive market engagement to create a solution which forms part of a comprehensive asset management strategy.
"This framework ensures that the right solutions, delivered by qualified contractors, are in place to address the immediate and longer-term challenges facing Scotland’s housing and building assets.
"It is designed to level the playing field.
"By reserving a proportion of places for small businesses, we are fostering an environment in which innovation and opportunity can flourish, making a real difference to firms of all sizes across Scotland."
