A major employment-led mixed use development that could support almost 1,000 jobs has been proposed on the edge of Scarborough.

Caddick (Scarborough) Ltd has submitted an outline application with a range of industrial uses, car showroom, hotel, commercial floorspace and drive-thru units on the undeveloped plots at Scarborough Business Park.

The application for the 11.64ha site three miles south of Scarborough town centre, replaces a similar previous outline application granted in 2016 and expired in January this year.

Documents submitted to North Yorkshire Council say the latest proposals retain the fundamental characteristics of the original approved scheme at the major employment site, whose companies include the major business Schneider Electrical.

The fresh application focuses on industrial and logistics development, but now with greater flexibility to include Class E retail, leisure and service uses to reflect market demand and the strategic role of the business park.

The application seeks 50,000m2 of industrial and logistics space (including ancillary office accommodation).

There would also be a car showroom covering 1393m2, a hotel covering 1,858m2, other Class E uses covering 3,800m2 and a drive-thru of 700m2.

The planning statement said the scheme, if approved, would generate £23.4 million of GVA (gross value added) during construction and up to £63.3 million GVA during operation.

Some 260 FTE (full time equivalent) jobs would be created during construction and up to 950 jobs during operations across a wide variety of areas.

The scheme would also attract new business and investment to the area, using modern energy-efficient buildings.

The application said: “These substantial employment and economic outputs would make a significant contribution to the local and regional economy.

“By providing local employment opportunities, the proposals would reduce the need for out-commuting and encourage more sustainable travel patterns.

“Scarborough Business Park is a strategically important asset within the Scarborough area. Given its proximity to Scarborough it represents employment opportunities of regional significance.

“The proposed development will make a substantial contribution to meeting the Council’s future employment needs and will also support the economic growth of the wider region.”

A further report, known as a Design and Access Statement, concluded: “This proposal will demonstrate a significant economic, social and environmental improvement for the local area.

“The new buildings will provide a contemporary development with an integrated landscaping strategy which responds well to the site and will provide a development that is in keeping with the surrounding context and integrates in to the local area.

“The proposals address the needs of all users and visitors to the buildings and are fully compliant with all accessibility legislation.

“The materials palette used will aim to utilise a mixture of high quality materials to achieve a modern but sensitive addition to the area, taking account of current development and planned future growth.”

North Yorkshire Council has yet to determine the latest application.
