Pedestrians can still access the street and businesses in the area remain open.
The road is due to be closed to vehicles until Friday, November 6, according to City of York Council.
Yorkshire Water said it will “work hard to minimise the disruption this causes for local residents and road users”.
“We know roadworks can be disruptive – thank you for bearing with us while we work,” a company spokesperson said.
“We carefully plan in the works under strict license from the local authority to ensure the disruption is kept to a minimum.”
The work in Low Petergate comes after Colliergate and King’s Square were closed to vehicles last month for sewer repairs. Both streets have since reopened.
