A new planning application has been submitted for an inner-city site used for unauthorised car storage.
There is currently a live enforcement notice demanding an end to car storage on a square plot of land off Bertram Road in the Manningham area.
But now a new planning application has been submitted to Bradford Council seeking permission to have the site allocated as “general industrial” use.
The application, by Zahid Pervez, says the application will not retain the current use, but provide a new, more regulated industrial use.
45 cars parked on the land
When the Telegraph & Argus recently visited the site there were 45 cars parked on the land – just yards from numerous homes.
The enforcement notice issued by the council in the summer says: “The unauthorised commercial vehicle storage use generates a significant level of unrestricted comings and goings, together with additional vehicular movements during unsociable and late hours.
“This activity results in increased noise and general disturbance, causing substantial harm to the residential amenity of nearby occupants.
“Furthermore, the increase of vehicular movements associated with the use places additional pressure on a sub-standard back street access, which the width, surfacing condition and restricted visibility are inadequate, creating conditions which are detrimental to both pedestrian and vehicular safety.”
It came into effect in August, and gives one calendar month for the site to be cleared of vehicles.
What is the new plan?
The planning application for the new use for the site says: “The application seeks to establish an appropriate and managed industrial use of the site together with associated vehicle parking, loading and unloading, vehicle manoeuvring, cycle parking and refuse/recycling storage.
“The application also seeks to regularise the planning position of the site. The lawful planning baseline is understood to be vacant land. The site has more recently been used for storage purposes without the benefit of the necessary planning permission and is therefore subject to an ongoing planning enforcement matter.
“The current application does not seek to retain the unauthorised use. Instead, permission is sought for a defined General Industrial use.
“The surrounding area contains a mixture of residential, commercial and industrial uses. Immediately adjoining the site is an existing motor repair garage, while other commercial and residential properties are located within the wider surrounding area.
“No new buildings are proposed as part of this application.
“All vehicle parking, servicing and loading activities are intended to take place within the application site, reducing the potential for obstruction of the surrounding highway.
“The development makes efficient use of an existing parcel of land.”
It says the new use will have 19 car parking spaces.
A decision on the application is expected next month.
