Harrogate Town Council Maps Out 2031 Referendum Target for Neighbourhood Plan

Harrogate Town Council Maps Out 2031 Referendum Target for Neighbourhood Plan

Harrogate Town Council has revealed its long-term roadmap for the town’s future development, indicating that a public referendum on the Harrogate Neighbourhood Development Plan (NDP) is projected for the second quarter of 2031.

In a series of clarifications provided by Town Clerk Iona Taylor, the council detailed the finances, public timelines, and the scope of a new £42,000 professional planning consultancy contract currently being advertised to guide the project forward.

Aligning with the 2031 Local Elections

The decision to aim for a 2031 referendum is structurally designed to align perfectly with the regular four-yearly local election cycle. Holding the referendum on the exact same day as the North Yorkshire Council local elections is intended to maximise voter turnout and efficiency, though the timetable remains subject to change depending on local planning milestones.

Ahead of the final vote, residents will get their first major say early next year. The council expects the public consultation phase on the draft Policy Intentions Document (PID) to launch in the first quarter of 2027. While exact dates have not yet been finalised, a publicity campaign will roll out across local media channels to generate community interest.

Current Project Expenditure

Financial transaction sheets released by the council show that spending on the scheme only began during the current financial year. To date, the local authority has incurred a total expenditure of £1,821.70 on the plan’s initial development.

The financial breakdown includes:

  • £1,646.70 in Project Contributions: Primarily covering Neighbourhood Plan Administrator services provided by ‘Free to Live’ (£1,604.70) alongside £35.00 net for specialised planning training from the National Association of Local Councils.
  • £175.00 for Meeting Space: Paid to HADCA for Community House room hire and associated photocopying across sessions held between March and August.

The town council noted that internal staff time dedicated to the project is handled under general administration and is not accounted for separately.

Scope of the £42,000 Consultancy Contract

The newly published tender specification details a total budget of approximately £42,000 excluding VAT to secure a single, experienced planning firm. The chosen consultant will take over the coordination of the project from the upcoming 2027 consultation right through to the 2031 referendum.

The contract demands a wide array of specialised deliverables, including drafting consultation questionnaires, conducting statistical and qualitative analysis of public feedback, coordinating the production of the official Proposals Map, and navigating the statutory independent examination stage. Bidders have also been asked to quote separately for a potential local Design Code, which sits outside the core budget.

Tenders for the contract are currently open, with submissions directed to the town council’s formal procurement portal.
