Plans for a new headquarters for Filey Sea Cadets have been approved after a major redesign addressed concerns that led to an earlier scheme being rejected.

The demolition of the existing Southdene Pavilion and its replacement with a purpose-built two-storey Sea Cadets facility on Southdene in Filey has been approved by North Yorkshire Council.

The approved building will provide almost 951 square metres of floorspace, compared with 647 square metres in the existing building.

It will include classrooms, dormitories, changing facilities, storage space, a main parade deck and community-use areas.

The scheme also includes 23 parking spaces, cycle storage, solar panels and an air source heat pump.

The application follows the refusal of an earlier proposal in 2024.

Council planners previously said the proposed building was too bulky, out of character with the surrounding residential area and provided inadequate parking.

In a report approving the revised scheme, officers said the redesign had successfully responded to those concerns.

A report stated: “The proposal has been designed to replicate the Arts and Crafts and Edwardian architectural traditions of Filey in terms of its composition and the use of materials.”

Officers added that: “The overall scale, form, siting, architectural detailing and materials of the proposed building will positively contribute to the character of the area.”

The building has been redesigned using red facing brickwork, natural slate roofing, clay tile hanging, stone detailing and black aluminium windows to better reflect the character of nearby streets.

The approved scheme is also narrower than the existing building and steps down to a single-storey section adjacent to neighbouring properties.

The Sea Cadets said the project represented the culmination of a long-held ambition to replace a building that was no longer fit for purpose.

A spokesperson said: “The new building will replace a 1920s pavilion structure that has reached the end of its useful life and can no longer support the requirements of the unit.

“The proposed replacement headquarters will enable the unit to do so from a facility of which the town can be genuinely proud.”

The Sea Cadets said the existing building had become thermally inefficient, failed to meet modern standards and could no longer adequately accommodate its activities or wider community use.

The organisation hosts weekly cadet sessions, residential training weekends, summer camps and activities involving dozens of young people, while also providing space for community groups including dance and karate classes.

More than 2,000 cadets have been trained at the unit since it opened.

The application attracted substantial support, and more than 120 letters backing the scheme were sent to the council with only one objection.

Supporters described the facility as a vital community asset and welcomed the improved design and additional facilities.

A public consultation organised by the applicants also recorded unanimous support among those who submitted feedback, according to the planning documents.

Planning officers stated the replacement building would enhance an important community facility while complying with local planning policies.

Council planners concluded: “The existing community facility at Southdene has reached the end of its useful life.”

The scheme was approved, subject to conditions, on Thursday, October 8.
