PROPOSALS to turn the ground floor of a warehouse into a parade of shops have been refused by Bradford Council.

Highways officers said the proposed row of four shops off White Abbey Road would cause parking and traffic problems in the area.

Submitted by a Mr Kader, the application called for the conversion of the ground floor of 39 White Abbey Road, a warehouse between Spink Place and Spink Street.

The application showed that the ground floor would be divided into four retail units, but contained little details of the type of businesses that would be based there.

Eight people had objected to the plans, with some raising concerns about the increased traffic and one saying: “The are already plenty of empty retail units on White Abbey Road.”

Highways officers said: “The exact nature of the proposed retail units has not been specified i.e. food or non-food retail, however both uses have a higher parking requirement than a warehouse.

“As well as requiring parking for the occupiers/tenants of the units the need for additional parking will be generated by customers to the retail units as well as the parking generated by the existing use(s) on the first floor.

“The resulting increase in on-street parking could then lead to conditions prejudicial to pedestrian and highway safety.

“The site does not benefit from any off-street parking, and no parking provision is proposed as part of the development.”

Planning officers added: “We cannot be satisfied that the development would not result in unacceptable highway impacts.”
