Combined Authority Approves £456m Transport Framework but Project Pipeline Remains Unconfirmed

£456 million Local Transport Delivery Plan, approved by Metro Mayor David Skaith and regional council leaders today, sets the high-level funding framework for the region’s networks through to 2030. However, the Combined Authority admitted that work is only just beginning to develop a definitive pipeline of actual road, rail, and cycle projects on the ground.

Regional Funding Pressures

The four-year package relies on devolved transport funds previously clawed back from central government control. Given the immense geography of North Yorkshire—England’s largest rural and coastal county—the framework will be heavily stretched between basic highway maintenance and new active travel schemes.

Councillor Carl Les, Leader of North Yorkshire Council, highlighted the structural challenges facing the rollout:

There are very specific challenges in North Yorkshire to ensure safe and sustainable transport links across what is England’s largest county with vast rural areas. Having a reliable, accessible and resilient transport network is essential.

Consultation Versus Sign-Off

The rapid sign-off of the spending delivery plan comes despite the fact that the Mayor’s overriding long-term vision—the Local Transport Plan (MLTP)—is still undergoing active public consultation. Officials state the approved plan will fund generalised local access routes, public spaces, and road safety measures, alongside upgrades to public rights of way and school safety zones.

In York, the funding will be split to address deteriorating road surfaces. Councillor Kate Ravilious, Executive Member for Transport at City of York Council, stated the plan gives local authorities the financial certainty needed to build out a capital scheme programme for executive approval in the coming months.
