Residents hit out at 'unfair treatment' amid big increase in estate-management costs

It’s time to end ‘Fleecehold’ in Bradford

Buying a home should provide security. Homeowners in Bradford should be able to understand the charges attached to their property, see exactly what they are paying for and challenge costs that they believe are unfair.

Unfortunately, that has not been the experience of residents at the New Bolton Woods Development or homeowners on other housing developments across Bradford who have contacted me about similar concerns.

Residents at New Bolton Woods repeatedly contacted me about what they consider to be unfair treatment by Blue Property Management following substantial increases in their estate-management charges.

I have also heard from residents elsewhere in Bradford who have raised wider concerns about rising charges, poor service, limited transparency and their inability to challenge the arrangements imposed upon them.

When they purchased their homes, New Bolton Woods residents were advised that the estimated annual management fee would be approximately £140, with payments broken down monthly.

They subsequently received bills ranging from £327 to £387—more than double the original estimate.

They were also given only 28 days to make the payments in full, rather than being able to continue paying monthly.

Residents said the change was imposed without sufficient warning or a satisfactory explanation of how the new charges had been calculated.

These are significant amounts for working households, particularly when families continue to face pressure from food, energy, mortgage and other everyday costs.

Residents should not suddenly receive a bill for hundreds of pounds without clear information, proper consultation or reasonable payment arrangements.

The people living at the New Bolton Woods Development understand that communal spaces and facilities need to be looked after.

But their argument is about fairness, transparency and accountability.

It is entirely reasonable for residents across Bradford to ask why their charges have increased so substantially and whether they are receiving an acceptable service in return.

I have raised these issues on behalf of affected residents across Bradford in Parliament.

I have pressed the Government on the protections available to freehold homeowners facing unreasonable estate-management charges.

My parliamentary motion highlighted the lack of transparency, accountability and consumer protection affecting homeowners on privately managed estates.

That’s why I am calling for stronger oversight of estate-management companies and fairer rights for residents to challenge unreasonable charges and poor service.

I have also written to the Housing Minister, setting out the experiences of my constituents and asking what action the Government will take to strengthen the rights of freehold homeowners.

Although the experience of residents at the New Bolton Woods Development provides a particularly stark local example, the concerns raised with me by residents of other Bradford developments demonstrate that this is not an isolated case.

It is also clearly a national problem.

Across the country, people who believed they were buying freehold homes have found themselves tied into private estate-management arrangements over which they have very little control.

The term ‘fleecehold’ has been used to describe a system in which homeowners can face rising charges while having fewer rights to information and redress than leaseholders.

Residents may be unable to choose the management company, negotiate the service provided or effectively challenge how much they are required to pay.

Legislation passed in 2024 contains important protections intended to give freehold homeowners greater transparency and the ability to challenge unreasonable estate charges.

However, the principal protections have still not been brought into operation.

The Government has committed to further leasehold and commonhold reform.

But I am pushing for that legislation to pass into law.

It must be used to ensure freehold homeowners receive meaningful and enforceable rights—not simply another promise of action at some point in the future.

I will continue pressing Ministers to bring the existing protections into force and ensure the promised legislation completes the job.

Homeowners must have clear information about charges, effective rights to challenge unreasonable costs and proper routes for holding estate-management companies to account.

This is precisely why the New Bolton Woods Development residents’ campaign matters.

By coming together and speaking publicly, residents have exposed a much wider problem affecting households across Bradford and throughout the country.

They deserve answers about the charges imposed on them, but they also deserve lasting change so that other homeowners across Bradford are not placed in the same position.

I will continue using every parliamentary avenue available to support New Bolton Woods residents and homeowners on other affected developments, and to press for the stronger protections that freehold homeowners in Bradford and across the country deserve.
