Search the Public Notice Portal Dozens of new homes could be created under plans to transform a city centre building into a 63-room co-living space.
Arngrove House, located in Sunderland's Sunniside district, is the focus of the proposal submitted by Nova Co-Living.
Developers said the scheme provides an “alternative to both conventional self-contained flats and a traditional sui generis HMO.”
The new proposal would shift the building away from its previous mixture of office and café uses.

The scheme would offer 63 studio suites with private bathrooms and kitchenettes.
There would also be communal facilities including a lounge, dining room, fitness suite, co-working area, games lounge, rooftop terrace, and cycle storage.
A design and access statement submitted with the application described the scheme as a “catalyst for the regeneration of Sunniside.”
Developers said the project is aimed at young professionals, graduates, key workers, and contract workers seeking “flexible, high-quality city-centre living designed to support social interaction and community.”

It would also include on-site management, concierge services, CCTV, and a programme of resident events.
The project would combine the modern commercial building and adjacent townhouses at 3–6 Frederick Street into a “single managed co-living residence.”
Proposed changes to Arngrove House include a two-storey extension and a new, set-back ground floor entrance.
The design and access statement said: “The scheme will be operated by Nova Co-Living under a structured management framework combining daily on-site attendance with a dedicated digital platform providing transparent all-inclusive billing, proactive maintenance reporting, and a curated programme of resident events
"This approach directly addresses the common shortcomings of traditional shared housing and delivers a stable, well-managed residential environment.”

The proposal includes 40 single-occupancy and 23 double-occupancy suites, allowing for up to 86 residents.
Although primarily car-free, the plan includes one parking space for a receptionist or cleaner and a short-term space for deliveries and drop-offs.
A decision on the proposal will be made once the public consultation process has concluded.
